Section 19

The master of every North Borneo ship, except ships of less than twenty-five tons exclusively employed in trading within such limits as may be prescribed, shall enter into an agreement in accordance with this Chapter with every seaman whom he carries to sea from any port in North Borneo.

If a master of a North Borneo ship carries any seaman to sea without entering into an agreement with him in accordance with this Chapter, the master in the case of a foreign-going ship, and the master and owner in the case of any other ship, shall be guilty of an offence and shall be liable to a fine of five hundred dollars.
