Section 24

The master of every foreign-going ship whose crew has been engaged before the

Superintendent shall, before finally leaving North Borneo, sign and send to the nearest

Superintendent a full and accurate statement, in the prescribed form of every change which takes place in his crew before finally leaving North Borneo, and that statement shall be admissible in evidence in the manner provided by this Ordinance.

Any master who fails, without reasonable cause, to comply with this section shall be guilty of an offence and shall be liable to a fine of one hundred dollars.
