(1)
With the concurrence of the State Authority, the Yang di-Pertuan Agong may by order under this section provide for the application of this Act in the States of Penang and Malacca subject to such modifications as he may consider necessary or desirable.

(2)
The power conferred by subsection (1) may be exercised in such a way as to make different provision for the State of
Penang and the State of Malacca.
Modifications for Kelantan 440.
In its application to the State of Kelantan, this Act shall be subject to the modifications set out in the Twelfth Schedule.
